摘要:
针对浙江省小水电清理整改工作中遇到的实际问题,选取参与主体与工作流程为分析对象,通过对小水电清理整改工作核心任务的识别,归纳分析工作的主要特点与难点;采用相关利益者分析法系统梳理小水电清理整改工作的4类主要主体及其面临的问题、利益与期望、潜力分析及与其他参与者的关系;分析提出小水电清理整改综合评估与“一站一策”的主要工作流程,并探讨公众参与、破解遗留问题以及采用信息化技术提升工作效率的思路。
Abstract:
To tackles the problems encountered during the retirement and rectification of small hydropower projects in Zhejiang Province, this paper selects the participating entities and work process as the analysis subject. By identifying the key tasks, the characteristics and difficulties are summarized and analyzed. Stakeholder analysis method is used to systematically sort out the four kinds of entities as well their problems, benefits, expectations, potential and relationship with other participants. It proposes a comprehensive evaluation and" one station one strategy" work process for the retirement and rectification of small hydropower projects and discusses on public involvement, tackling of remaining outstanding problems and using information technology to improve work efficiency.
